The City Manager (Gary D. Guthrie, C.A.), is appointed by, and reports directly to, City Council. Ultimately responsible to ensure that civic policies and provincial statutes are implemented efficiently, the City Manager administers the overall management of the corporation, while providing clear leadership and direction to staff.

The City Manager attends all Council meetings and addresses Council as necessary; ensures that Council policies are implemented and bylaws are enforced; motivates and monitors performance to ensure that standards are met, priorities are pursued, and high quality civic services are consistently delivered; and periodically conducts performance reviews of departments and programs.

As leader of the executive team, the City Manager advises, assists, and makes recommendations on a full range of civic matters, including policy development, sustainable growth, and budget management, and sets the overall strategic direction for short and long term corporate goals.
